Ha ha ha. IMHO, if people share the same values, they will get along famously. If they don't, that's where the problems start. The formality you mentioned means keeping the discussion to one in which we don't touch on the differences of values. Is that "diplomacy"? Maybe. Keeping the peace means acknowledging the differences in values while maintaining a certain respect for the other party/country, etc.
In your quote, Hoffer said, "...depends to a large extent on the capacity for getting along with ourselves.” Hmm... wonder if that includes respecting oneself and accepting that we are not always right.
